Opening secure web page - very very slow

When opening a secure web page (often a login page for a secure web site)
it takes an EXTREMELY long time to open appearing to be a blank page for
several long minutes then the "Page cannot be displayed" Internet Explorer
error appears after which if I REFRESH the originally requested secure login
page appears and I can start using the web site. Is there some particular
security setting or combination of security settings in Internet Explorer or
firewall settings that is known to cause this? Where should I even start
trying to track down the cause of this problem?
 
Unless it is hapenning at numerous secure sites, it could be an issue with a
particular site having a slow or overloaded connection. I would try deleting
my temporary internet files and cookies in tools/internet options general
page and also try clearing the ssl cache in tools/internet options/content
and also clear forms and passwords in autocomplete. Another thing to try is
to add that site to your trusted web content zone. --- Steve

It does seem to happen far too much - nearly every 'secure' site that I
access, for it to be all of those web sites. I have also rebuilt this
computer on various occasions and/or installed a second instance of Windows
enough times to conclude that it does not appear to be any particular
installation and/or accumulation of cookies or temp files etc. This has been
a problem for me for years. That it happens with such precise predictability
is what makes me think there must be some setting in Advanced IE settings
that I select perhaps - regarding "use ssl" or one of the others in that
area. I also use Norton Internet Security for a firewall. Is there some
default port that the secure sites first attempt to use and it has to cycle
through a whole range that I perhaps have blocked until it finds one to use?
I am just grasping at straws there but would like to figure out what is
going on.

Hmm. You might want to contact your ISP for advice on this one since you have
experienced it with multiple installations. I don't think there is any setting in IE
that could cause such sluggish response - no response maybe. I am not familiar with
Norton Firewall, but normally a firewall would either block or allow access. Secure
sites usually start as regular tcp port 80 http traffic and then switch to tcp port
443 for https/ssl - no range of ports is tried. Assuming that file and print sharing
is disabled on your internet network adapter and you are up to date on Windows
critical updates, I would first disable your antivirus and then your Norton firewall
for just long enough to try a secure site or two to see if it makes a difference and
if it does then you may want to try a different firewall or double check it's
configuration. If you are using dsl then this may possibly be a mtu configuration
issue with your router or pppoe connectoid properties. --- Steve
