I have Office 2003 and am using Outlook. Well currently
my exchange server is down so it is not allowing me to
even open up Outlook to look at my contacts, read my
allready downloaded mail, etc. It says that the exchange
server is unavailable and I must click 'cancel' to close
the app...I just want to be able to get into outlook.

You can't unless you've got Offline Folders configured as all data is stored
on the Exchange server. You can however create a new mail profile with
another account in Control Panel-> Mail-> button Show Profiles...

Ok I made a new profile so now I can get into outlook but
my contacts are not there because they are saved in the
other profile. Can I access my other profile and edit my
contacts from there?

No, your contacts aren't in the other profile they are stored on the
Exchange server.

Cache mode is apparently disabled - when it comes back up, open the account
properties and enable cache mode.
