opening links

I have an end user who when he clicks on links nothing
happens. The new page does not open up, IE just sits
there. Any thoughts?????
 
This part is safe and should be helpful with Win 98.

1. Click [Start] [Run] type: (Press Enter after each command)
Regsvr32 /i urlmon
Regsvr32 /i shdocvw
Regsvr32 /i mshtml
Regsvr32 oleaut32
Regsvr32 actxprxy

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings]
