opening folders

when I double click on any folder, instead of the folder opening, a new
window opens in dos. The active title bar shows
C:\windows\system32\cmd.exe. Within the window it shows the dos path
associated with the folder I just double clocked on. Why is it doing this
and how do I get my system back to the way it should work.
