Opening folders and files in the same window

The Folder options view menu feature allowing you to
choose if folders and files are opened in the same window,
or a new window for each is not functioning. Regardless of
the settings (even when the left folder pane is off)every
folder and file opens in the same darn window. Windows
just does not want to respect the settings. PLEASE, if you
know steps I can take I would be most gratful-I have spent
tons of hours over the last few months trying to figure
this out!!!
