Opening files

When trying to open a file in a folder, the window goes to
the serch pane. When selecting the file option, the order
of options begins with "search" vice open as on my other
computer (both have XP operating systems). How can I
change the file opening order back to "Open" vice search?
 
Tell me something I don't know. I'm talking trying to
open a folder to look for files. The folders open in a
search window. If you click on the "file" option at the
top of the folder, "search" is the first option listed
vice "open". This is the way all folders on this
particular computer open when you double click on it
(search vice open). My other computer always open a
folder when you double click on it.
