Opening CSV in IE and Windows XP

I'm having a problem opening an CVS file on the web. This is on citigroups
website. On windows 2000 I click on export and it will download and display
the CVS in excel. In windows XP it will not download and display the same
information. I have tried XP as an administrator. Thanks for any help.
