Opening Browser Maximised

I have created a web page for our local museum's database
using php/mysql. I have put a shortcut on the desktop but
it always opens minimised, how do I get it to open
maximised.
 
Try this:
Open one windows from IE, not maximized.
Drag the window edges to the size you want them to be.
Now close this window.
Future IE windows should now have the size you specified.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.

For a specific desktop shortcut you can also right click the shortcut and
choose Properties. There you can set if to open Maximized.
