Opening an Internet Link in Outlook Express

When clicking on an internet link in an inbox email using Outlook Express,
instead
of taking me to the link, a folder named "NT" opens with several .dll files
shown. What is causing this?

regsvr32 /i urlmon.dll
regsvr32 /i shdocvw.dll
