any way to use Cntr-N to open a blank browser as opposed
to the one i'm currently on?

No. But how about Ctrl-Alt-N instead?

To do that create a Desktop shortcut for About:Blank
and then give it a keyboard shortcut. As soon as you try to press N
it will automatically supply the Ctrl+Alt+ prefix. Save that change
and you will be able to open About:Blank from anywhere just by
pressing Ctrl-Alt-N.
