'open-with' option on the right-click menu

there is an option somewhere to enable an
expandable 'open with' option on the right-click menu.
can anyone tell me where to enable it

(ps the expandable menu contains the programs you
associated with that file type and a 'choose program'
option)
 
I believe this is a standard feature of Windows XP. When I right-click on a
file I see an 'Open With' selection.
