Open with Notepad option in Right-click Menu

How does one add an "Open with Notepad" option to all files
in Explorer? I tried adding a key under HKEY_CLASSES_
ROOT\file\shell, with a "command" subkey with a value of
c:\winnt\notepad.exe %L but the option doesn't appear.
