Open websites in new window?

Is there some freeware that will enable me to tweak OE so that it opens all
weblinks in a new window?

I've tried all the settings recommended by Microsoft, and EditPad, for
instance, works fine - opening each clicked link one after the other - but
not OE.

Any ideas?

Cool!
There aren't instructions for Window XP but I've tried to follow the
istructions for Windows 2000, and it works. To be sure, I've tried also the
instructions to reverse the changes and they work too.

You're welcome. Operating system shouldn't make a difference, as long as
you chose the right version of IE/OE.
