Open Web pages in new window

I have noticed on some machines I can open as many instances of IE as I want
simply by clicking an IE shortcut, while on other machines, every IE
shortcut causes the new page to replace the old page. I've searched high and
low for a setting that controls this to no avail. Is it a registry setting?

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".
