Open link in New Window problem

I'm working on a computer with Windows XP and all the
latest patches and the user cannot click a link in
Outlook Express. An IE window opens, but the web page
never displays and eventually gets the 'page can't be
displayed' page. Same is true for web sites (like this
one) where you click on a link and a new windows opens
with the information...won't do it. Opens window...then
nothing.

Same is also true for RIGHT clicking on a link and
saying "open in a new window"...window shows up, but
nothing in ti.

I've run AdAware on it, virus checks, cleaned out
temporary files, and there is no pop up software or
firewall on the system. I tried downloading and
reinstalling IE 6 SP 1 today and received an error part
way through saying 'this product is not Microsoft
certified (or somthing like that) and will close.

I am at a loss with this particular computer problem. Any
help you may be able to provide is greatly appreciated.

Thank you Warren. I will give it a try. Don't know why
this article didn't pop up when I searched the KB. I
appreciate the help.
