Open in New Window hangs and then doesnt work

When I click a link that opens a new IE window or right click and select "Open in new window" internet explorer hangs for about 15 seconds, and then returns to normal activity but no new window is opened

I have IE 6, SP 1, and have no idea what has brought on this behavior.

I dont have any pop-up blockers that I know of.
I have run both ad-aware and spybot
I have run regsvr32 urlmon.dll (along with a bunch of other regsvr32)
I have tried Tool | Internet Options | Advanced | uncheck reuse windows for launching shortcuts
I have tried uninstalling and reinstalling both IE and service pack 1

Please any suggestions. It is crippling my browser

Check you DNS (Domain Name Server) settings. It appears like your browser
is having problems resolving domain names. If your ISP (Internet Service
Provider) is having DNS problems--you will to.

START>Run>type 'cmd' and press Enter key--this will open a Command Prompt
window.

When it opens, type 'ipconfig /all' and press Enter--now look for your DNS
IP address(s). Write each DNS IP number down--because your going to try to
'ping' the DNS server(s) with packets. Here's how:

Type the following (IP address used for illustrative purpose):

ping 192.168.1.1 -f -l 256 <--that's an L after the F

Press Enter key. Now do it again--but change 256 to 500 (your increasing
the packet sizes sent to your DNS server(s).

If you get Request Time Out--there's a problem with the communication
between your computer an your DNS server(s).

Thanks for your help Todd, but the problem persists

I tried what you advised. I even went up to a size of 1000 and there were no timeouts

The ip addresses that I used were the ones following DNS Servers......
those were the correct ones right

Another item of note. When i watch what is happening in the task manager | Applications tab
1st the internet explorer (and it is the only app displayed) goes to Not Responding
Then a 2nd IE application appears with the same web address and it also says Not Responding
Then after a long time (I timed it and it is more like 30 seconds) the 2nd IE app disappears and the original's status goes back to running

When I watch in other areas of the Task Manager I cannot see any processes that appear to using any significant amount of CPU. And the CPU usage is not going high at all. So it is not like it is taking so long because the CPU is getting bogged down. It is like it is thinking about killing the new window for a long time and then finally does.
