Open in DOS

Grandbuddy

Pressing F8 or Ctrl when booting with Windows 2000 just
gets me to a windows 2000 safe mode. I need to format my
drive in dos.

If you want to format in dos, you need dos. It is not included in w2k.

To be precise, you can't format a drive (modern hd's don't need low
level formatting) but a partition. If your w2k is running and it is
*not* the system partition you want to format:
start diskmgmt.msc
right click the partition and choose the option.

If it is, you best boot from the cd and install from there, choosing to
erase and format your partition.

Since you seem to have a problem (not only) with your shift key, I'll
explain it in detail and very slowly on your demand.
