Open file without asking user to save

Hi,

We have a link on out site to a hlp file. The requirement is to open
the hlp file and show it to users.

In most of the client machines,the browser promts a dialog for open or
save the file.
This behaviour is acceptable to our users.
But in some client machines, the browser promts only for a save dialog.
This leaves the user with no option but to save the file.

What could be the reason for this? Please suggest how this can be
changed

It probably happens because some of the computers do not have the .hlp file
extension registered to a file type on the PC.

Thanks guys :-)

I did register it with the file type. But the browser still promts
only for a save dialog.
Is this related in any way to user permissions on the machine?

Any another suggestions will be gretaly appreciated?
