Open Explorer on the root directory

Is there a way that when I open my explorer that it is
open on the root directory for example: c:\

note the URL in the address bar was in full as per your blue underscored
link

I don't know what happened there. It should have looked like this.

R-click Explorer, change target to %windir%\explorer.exe /e,
