Does anyone know if there is a plugin available or some method to open an
Excel file in Internet Explorer on a computer that does not have an Excel
program loaded on it?

Not sure about the addin, but you can always download Excel Viewer from
Microsoft. It's free and easy to use.

download sizes are indicated:

There is the Office Viewer that you can get free from Microsoft.
You can look at the files but you can't save or change anything.
http://office.microsoft.com/downloads/2000/xlviewer.aspx [3.18 MB]

If you want to make some changes before you print, there is
Open Office with is free and pretty much compatible with Excel,

OpenOffice can be downloaded from http://www.openoffice.org«[49MB],
and Java from http://www.sun.com [9MB] both are free.
If you can get to a high speed connection you might want to download it
just so you can have a means of fixing corrupted Excel files.
