open/download .rtf/.doc file

After updating Internet explorer 6 to SP1, I started having a problem with
downloading/opening a file. I am trying to open a .rtf file that is called
via a javascript link. It prompts to open/save, and has the "always ask
before opening this type of file" check box. Even after unchecking this box,
it asks every time.
