Open custom window with command line

Hello together,

I want to open a customized window (no statusbar, custom width, height,
centered ...) upon the command line. Is this generally possible or do I
do need .NET or VBS? Please, can someone tell me how to do it, I
already screwed up google with this...

You could start the .hta from a command line.
