A *.pip file stores your menu/toolbar usage data for the "Personalized
Menus and Toolbars" in the Office applications found under
Tools/Customize/Options.
This isn't a file you are able to open. Well, I guess you could open
it with the Notepad but it's all binary data and fairly meaningless.
Not to mention is it really that important to read the file itself to
find which toolbar/menu commands are visible? You can look at the
application interface to determine what you can or can not see.

In that case, I'd go with Beth's advice to delete it and let Word create a
new one.
