i am trying to open a file and the message that i receive is security
alert your setting not permit you to open help me please i went to
control panel and folder options to enable but no gopod

Take the ownership of that file/folder and then try again.

Do you have another account?.
Try to log with that one and see if the issue will occur with that
account/profile, you may have a corrupted profile.
