Oops! Admin lockout

I made a little mistake. In an NT domain, I was setting
up local Group Policy for a W2K box. I turn off
Background Refreshes (Computer Configuration
|Administrative Templates | Administrative Templates |
System | Group Policy). I believe I should have
restarted the system but went ahead and made changes
first .... I restricted users from entering the mmc in
author mode and now can't bring up the console even
logged on as administrator. How can I fix this short of
reloading. Access to the registry is blocked also. I am
wondering whether I can connect to the system remotely
and just delete all files in the Group Policy folder.
The original plan was to deny adminsitrators access to
the folder but they can still change permissions and take
ownership. Will this work?

"Secedit /configure /db C:\winnt\temp\temp.mdb /Cfg
c:\winnt\inf\defltdc.inf /overwrite"
