Yes, and sadly no.

The technique and availablity depend on the version of PowerPoint you are
using.

UPDATES

Sorry for the delay, silly boss expected me to work. Can you believe it?

Try this link:
http://www.soniacoleman.com/Tutoria...m#16. Display explanatory text on mouse-over
(watch for text wrap)

You can also use action settings for mouse over events. Use the following
technique:

On slide 1 ...
(This slide has the object you want text to appear over)
- Copy slide 1 and paste as slide 2
- Re-select slide 1
- Select the object you want to mouse over
- Right click and use the 'action settings'
- Mouse Over (tab) | Hyperlink to ... | Slide ...
- Select slide 2 from dialog box

On slide 2 ...
- Add a text box over the object with the text you want to display
- Format text box and text to make it pretty
- Add a rectangle shape to the slide
- Expand the shape to cover the entire slide
- Set the fill to 'No fill'
- Right click and use the 'action settings'
- Mouse Over (tab) | Hyperlink to ... | Slide ...
- Select slide 1 from dialog box
- Select the original object and right click
- Select order and bring to front
- Select your text box and repeat bring to front
- Hide slide #2

Other interesting effects ...
- make whole slide covering box on slide 2 -- 50% transparent and black
fill
- use with previous animations to entrance text box on slide 2
- play with transitions to smooth everything out

This sounds like a lot of steps but isn't that difficult. It is useful if
there is only one item you would like the text over to
highlight/explain/etc.

Hope this helps,
B
