Only one user can acces mdb file at a time

I have linked an mdb file to a SQL server for use in Crystal Reports. We have
three programmers that need to use this mdb file but only one of us can use
it at a time. The others will get a file is in use error from Crystal
Reports. I heard I would need to set permissions in Access to allow mulitple
users of the file, but don't know how.
 
The reports are viewed offsite using Crystal reports viewer after logging
into a vpn connection. If we create the reports using the mdb file located on
our pc's will the report be able to pull the mdb file data located on the
server when being viewed remotely, or will it still be trying to pull from
the file located on the pc?
 
Thi is new for both us programmers and network admin so when the network
admin was given a mdb file on a flash drive he put the file in a folder he
created on the SQL server. We are not even sure that is the correct way to do
it. Access is not installed on the server. We pull the needed fields from the
access DB into our crystal reports by loging into the vpn and using the
Database expert in crystal reports.

We weren't aware that there might be slow and dropped connection issues when
the users try to access the reports that contain the access data remotely.
This will present a new issue down the line.

where the single front end is now. Have each user work with their own front
end through the vpn connection. Access is installed on the server, right?
The users aren't using Access on their own pcs across the vpn connection to
open the mdb file, right?

Put a copy of the front end mdb file on each user's pc.
