Only one of two usb sockets working

I am running XP and have two USB sockets on the back of my
PC. I have a cable modem plugged into one and the other is
free. I have now got a usb scanner and usb connector for
my digital camera but neither work when plugged into the
remaining empty socket - they don't show in the device
manager. I have to unplug the modem and use that socket
instead. Incidentally, the modem doeasn't work in the
other socket either. Do I have to configure the other
socket to enable it's use or have I missed soemthing
here...?

First check in Controlpanel/system/hardware/device manager/
USB Controllers. If there are no yellow exclamation points then
the most likely issue is that the cable from the 2nd port to the
mobo is loose and/or defective. Reseat it and see if that helps.
There isn't anything to activate, this is a hardware problem.
