Only boot to Windows XP screen

HI:
When i bootup the computer gets to the Windows XP screen
and then stops there, the mouse is working but will not
continue to load. I tryed going into safe mode but only
gets to where there is safe mode in all four corners then
goes back to the Windows XP screen.
