only 1 user can run software

I have tried to find the answer to this question on the
Knowledge Base and here but I am not seeing it anywhere.

I am setting up my new computer. It has XP Professional.

When I install a software program, it is only visible on
the Start Menu for the account I was using when I did the
install. I have tried installing several different
programs; this problem has occurred every time.

I have tried to Right-Click on the Start menu and go into
Customize > Advanced. I can browse and find the program.
Then it does show up in the second account's Start menu
but it still will not start. For example, one program
gives me an error message that a font is unavailable.

Is there a way to load software in XP so that all user
accounts will see it? Or do I have to load the software
under each separate account? If I do have to load
separately, am I doubling my disk usage or is the software
really still loaded in the same folder but with separate
pointers from each account?

Have you tried playing around with "Set Program Access
and Defaults" in the start menu? Make sure you are
logged in as an admin and go to that.

A user's start menu is a composite view of two different folder sources:
Documents and Settings\All Users\Start Menu
Documents and Settings\<user account>\Start Menu.

When installing a program, watch the setup screens carefully. Many will
ask if you want to install for all users or just for the current user.
Select the appropriate response for the situation.

If a program doesn't ask and doesn't show up in the start menu of user
account, locate its shortcut in the user folders and copy it to \All
Users\Start Menu folders.
