One simple task - Create and rename a folder - HOW!

Even 8dot3 never had this problem.
Error message 'File or Folder does not exist'
Have 23 Folders with just the name New Folder
and a number. This has to be the worst
windows explorer yet.
Any real help appreciated...

Where are you trying to create the folders? The file hierarchy in Vista
is different. Here's some information about that just in case this is
your issue:

From MVP Rick Rogers - "My Documents" is not a folder, it's a
placeholder to redirect older applications that are hard-coded to use
it. The current default is now simply C:\User\<username>\documents (no
"My").

"Similarly, the SendTo folder has moved, you will find it here -
C:\Users\<username>\AppData\Roaming\Microsoft\Windows\SendTo"

From MVP Jimmy Brush - "Many folders used by earlier versions of
Windows have been moved to a new location or given a new name in Windows
Vista. However, the old folders can still be seen if you have enabled
Show Hidden Files. Notice they are displayed with a transparent icon
and a shortcut symbol.

"Although these look like folders, they are actually what is known as a
junction. Junctions behave like shortcuts, but look just like regular
folders. Their purpose is to silently redirect programs that access them
to their Windows Vista equivalent.

"Since junctions aren't really folders, it is not possible to access
them, and any attempt to do so will give you an "Access Denied" error."

If this doesn't fit your situation, please answer my question.

I've got this problem also. Happens wherever you try creating it - on the
Desktop, C:\ - everywhere¬

OK, how are you trying to create the folders? Right-click? What happens
when you try? Any error messages? I ask because if you can't use the
right-click option then perhaps you've got a third-party context menu
entry causing issues. Run ShellExView as Administrator and see if
disabling third-party context menu entries helps.

The root of a drive - ex. C:\ - is protected and that may be why you
can't do anything there. Can you create folders in your own User account?

Were you ever able to create folders? If yes, what changed?

And as "JackLondon" asked, are you doing this from a Standard or
Administrator user account? Is this a standalone machine (i.e., not on a
domain)?

The reason I'm asking you all these questions is because I can't see
your computer from here and I'm trying to narrow down the
troubleshooting for you.
