I was trying to make a system out of my old parts and wanted to utilised my case but looks like my plan is somewhat failing.
That board was special 4 IDE ports 2 sata ports on the old socket A. It is indeed irreplaceable.

Usually its a problem with the Capacitors surrounding the CPU socket. Look for leakage and cracked tops on the caps. Yes you are right they can be repaired in some instances all depending on severity of the damage
