The link you posted points to a page for an Intranet service company located
in New York (USA) which appears to be under construction.

Besides? Don't all those services that claim to, "increase the speed of
your dial-up connection" just manipulate the browser cache in some way so it
appears as if webpages load faster?

Or something like that?
