Once Internet Disconnected Reconnected with 0 Bandwidth

I am using winXP. I don't know which setting is wrong in past one month. but
Once first I connected internet connection after machine start. it connects
normally even I can browse differnet web pages and ftp. and even I ping
localhost it gives proper ip address. and problem start later when I
disconnect computer. and restart connection again without restarting machine
then its connected with doesnt give access to any web pages.
and I ping even my local machine i.e ping localhost then its gives
"destination host unreachable". I don't know why this is happenning. if I see
its details in firewall bandwidth graph its doesnt send and receive any data.
I have PC-cilling 2003
Firewall - Filsclab Firewall.

Please sort out my problem.

Google never heard of your firewall. Possibly you didn't spell it correctly?
If that's even close though, I would suspect it as the problem. There are
good free firewall programs available so why don't you try one of those and
see if you still have the problem? If that's a darn good firewall however,
it sounds like some kind of crazy Winsock2 problem.
