On This Machine Only

In Outlook 2003 when I create a rule I often get On THis Machine Only
checked by default. WHAT DOES THAT MEAN? I cannot find anything in
the help that tells me what hat does. In fat, if I remove it nothing
seems to change.
I did find that if your rule name contains client only that it may be
because you selected THis Machine Only but simply selecting that does
not change the name.

Does it mean that it will not be executed on the server? If so, why
does it happen when I have no exchange server, when I am simply using
POP3? Is it ok to leave this condition, in other words the condition
means nothing for me as a POP3 user only?
 
This is to stress that the rule will only work when you have Outlook open on
this machine in order to process the rule.
Example; a lot of people set a reply or forward rule when they leave for the
holidays and wondered why the rules didn't executed.
