On StartUp, programs open at last shutdown do not open

My XP Home has stopped opening programs and folders that were left open
during the last Shutdown.

I would like to restore this function, but I can't find a method.

Can anyone help?
 
Control Panel > Folder Options > View tab > "Restore previous folder windows
at logon"
