On-Screen Keyboard Won't Stay on Top

Hi,

I had been using the on-screen keyboard to do some foreign language typing,
then a few weeks ago it started behaving very erratically,possibly as a
result for some Windows update. The issues I'm having are:

1. The keyboard will not stay on top except if the language is English.
2. If I switch to any other language, the keyboard still displays English
characters.
3. If I switch focus to the window I want to type into, the letters typed on
the computer keyboard are in the foreign language and the keyboard is no
longer on top. This of course makes it difficult to remember which keyboard
keys correspond to which characters in the foreign language.
4. When I click again on the on-screen keyboard in the task bar to bring to
front, it has already reverted back to English.
5. Since the on-screen keyboard is built into Windows, I'm not sure that
there is anything I can un-install and re-install, or is there?

Any help would be appreciated.

I ran the scan and it reported the following: (the repair effect is listed
below)

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.
Verification 100% complete.
Windows Resource Protection found corrupt files but was unable to fix some
of th
em.
Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example
C:\Windows\Logs\CBS\CBS.lo
---------------------------------------------------------------------------------------------

I then ran the following command as per the article, and it generated an
empty sfcdetails.txt file, in spite of the message above.

C:\Windows\system32>findstr /C:"[SR] Cannot repair member file"
%windir%\logs\cb
s\cbs.log >sfcdetails.tx
---------------------------------------------------------------------------------------------

I got suspicious and copied the sfcdetails.txt file to my local directory,
then opened it in NotePad and looked for all instances of the word "repair".
It found quite a few, but all were flagged as repaired using the following
messages:

Verifying 100 (0x00000064) components
Beginning Verify and Repair transaction
< Possibly some repair info inserted here >
Verify complet
----------------------------------------------------------------------------------------------

So I'm guessing that the above message is generated anytime corrupt files
are found, even if all were successfully repaired.

I also turned the on-screen keyboard off then on again just in case some
internal setting is enabled at turn-on time.

The on-screen keyboard is now remaining on top and the foreign characters
are displayed while I'm in the window I intend to type in. However, when the
mouse cursor moves into the on-screen keyboard in order to click a key, the
display immediately revers back to English, even though clicked characters
are in the foreign language. This is getting more and more bizarre!

Any other thoughts?

My guess would be that the regional settings need to match the language of
both the normal keyboard and simultaneously, the on-screen one.

But does that mean that I have to keep changing my Current Location under the
Regional Settings evry time I switch languages in the on-screen keyboard?
Also, it had been working fine before and my Current Location has always been
the US.
