You have to remove this domain from the trusting and/or
trusted fields in the AD domains and trusts.

We keep getting this error on all of our Windows 2000 SP4 domain
controllers.

Event ID: 5719 Source: NETLOGON
No Windows NT or Windows 2000 Domain Controller is available for domain
BLAHBLAH.COM. The following error occurred:
There are currently no logon servers available to service the logon
request.

This domain was removed/retired a long time ago. I have found no instances
of it in either WINS or DNS. It was a NT4 domain, but there are no NT4
domain controllers left anywhere in our network. The domain name shows up
in Network Neighborhood and as part of the domain choices you can log in
to.

How do I get rid of this domain once and for all?

The odd thing here is that the domain shows up in network neighborhood. First make sure that the domain does not show up in Domains and Trusts and that
there is not a DC from the old domain listed in AD users and computers under Domain Controllers.
Next, if you ping the domain name from a command prompt do you get reply?
One possibility is that the Netlogon file did not correctly get updated when the domain was removed. One one of the DNS servers you can make a copy of
the Netlogon.dns and Netlogon.dbn under system32/config and then you can delete these two files, reboot the DNS which will recreate the files with the
current records.
