OL2003 mail merging contacts

Am I correct in guessing I cannot mail merge using contacts in a public folder? I keep getting a message that says 'The operation could not be completed because of dialog or database engine failure. Please try again later.
I have tried using the instructions fro

but it is no use.
So, this means that I have 2 identical contacts folders, public and personal, because I can only use my own contacts for mail merge.Is there a way around this?
 
You can use Contacts in a Public Folder if you follow the steps in that
article.
List the steps you are using instead when you get the error message. We
can't troubleshoot if we don't know what you're doing.
Are you certain you enabled this folder as an email address book and that
you are doing the merge from Outlook?

The trick is that you must start the merge from Outlook not Word.
