few questions:

1. is there a way to make outlook 2003 processing imap folders for the
"search folders"?
2. is there a way to make an imap account the primary account and possibly
store all the information in a single .pst file?

No and No. Anything stored in the imap folders is synced with the server.
IMAP doesn't support the special folders, so a mail only pst is required.
