OL2002: Create ruels

Hello

I need a certain rule on each client. This rule is a "client rule" and must
generated create on the Clienten (outlook).
My idea is that I create the rule with a macro on outlook startup.
But I don't know how I create a rule in a macro.

Can someone help me?

There is no programming interface for creating client-only rules. Instead,
consider building a COM add-in that processes incoming messages.
 
Can you give me an example vor an COM add-in?
