OL 2003 - Bigtime Account Problem

An extremely odd problem has been hounding me for about a week.

I have five email account addresses loaded, they are all using the same
Pop-3 on a home based machine. Prior to a power outage - about a week ago
everything was working fine and since my UPS allowed for power down there
shouldn't have been any problems. Now Outlook is not recognizing my
accounts. On the "Account View or Change" screen everything is visible - if
you click "Change" all of the specific account data is there, however, if
you click on "Set as Default", "Move Up", or "Move Down" a message pops up:
"The specified Account was not found. It might have been deleted."

Coinciding with this bizarre behavior is that if you try to prepare and send
a new message - there may or may not be any, one, or more addresses in the
"Accounts" dropdown list. This seems to occur based on your attempt to
change something on the "Account View or Change" screen, an attempted action
there (even though its unsuccessful) seems to change what accounts are
available (if any) when preparing a new message.

I've removed and reinstalled all my accounts, Outlook, and even MS Office
2003 - the problem persists.

Right now - I've just deleted OL 2003 and switched over fully to Outlook
Express, at least until I can get this problem solved.

Does anyone have any idea of what's going on?

Have you also tried deleting your mail profile completely, and creating a
new one from scratch? (Not just recreating the mail accounts, but the
entire profile...)

Jocelyn - Please explain a bit more, where is my mail profile? Since my
original post, I've reinstalled WinXP and OL 2003 and still no change. I'm
thinkimg about reloading OL 2000, seeing if that will correct the problem,
and then overlaying with OL 2003.

Control panel, Mail. Create a new account, do not copy the existing account.

Reloading OL2000 may make matters worse.
