I'm thinking of upgrading to outlook 2003 and wondering if I can run the
same copy at home on my home computer, and then "on the road" on my
notebook? Or do I need to purchase 2 office 2003 packages?

Yes, the Office 2003/Outlook 2003 retail license allows two installations
for exactly that setup.
