Start
Run
Type "services.msc" (no quotes)
Press enter
Try to start the Windows Firewall/Internet Connnection Sharing (ICS) service

If it fails then make sure WMI and Network Connections services are
runninng.

If both of those are running check the event viewer...

Start
Run
Type "eventvwr.msc" (no quotes)
Press enter

Look under system errors for anything involving the service. Let someone
(us) know the Event ID and the source of look it up online at
www.eventid.net for more information.

It may be that you've installed a poorly coded firewall which is preventing
the service from running. That's up to you to check on your own. It may also
be a malware infestation.
