Not sure what offline means to you.

If you move the outlook.pst file to another computer
other than yours, outlook will ask where you moved it to
when you first start outlook. You would then have to
reconnect to the location that you moved the file to.

Automatically sync it? With the file moved and the
address of where you moved it to, outlook will always
open it at the new address.

what are the steps to store my email offline and to automatically sync it?

Assuming you're using a laptop with OL installed and connecting to an
Exchange server sometimes and other times not, in Outlook, click
"Tools>E-mail Accounts". The "View or change existing e-mail accounts"
should be selected. Click "Next>". Highlight your Exchange account and
click "Change...". Click "More settings". If you wish, click the "Manually
control connection state" button and the "Choose the connection type when
starting" box. Next, click the "Advanced" tab. Click "Offline Folder File
Settings". At the top, you'll see a path to a file named "Outlook.ost". If
you accept the path as-is, click OK. Otherwise, browse to where you want
the file and then click OK. You'll be told that the file doesn't exist and
asked if you want to create it. Click "Yes". Click "OK", then "Next>" and
"Finish". Go back to "Tools">"Send/Receive Settings">"Define Send/Receive
Groups". Choose your accounts group (usually "All Accounts") and check the
"Include this group in Send/Receive (F9)" box. Next click "Edit..." Make
sure your Exchange account has the green send/receive arrows in the lower
left of the icon and that the"Send mail items", "Receive mail items", and
"Download offline address book" boxes are checked. If you wish, you can
click on "Limit Message Size..." and adjust that option. Also, make sure
all of the folders you wish to synchronize have checks next to them. Click
"OK"., Click "Close". For good measure, click "Tools">"Send/Receive","All
Accounts". You should now be synchronized and OL should synch each time you
exit.
