I find that off-line files are very problematic.

I have a user that is running XP Prof, workgroup, with the same user
name and password as his domain account in the Windows NT 4 domain at
his office. He uses his laptop at home, on the road, and at work, but
his wife also uses the laptop for her things when they travel.

I setup mapped folders on the laptop to map to shares on the NT 4 server
- works great in the office. I setup a Off-line folder down one level in
one of the shares (t:\private\offlinefolder).

When away from the office, he uses a VPN connection, can ping the
server, but the folders do not always provide online access - sometimes
it takes 2 or 3 VPN attempts before it works.

In the mean time, the office line files show up on the laptop, but then
they won't sync when he gets back to the office.....

All systems are updated via Windows Update, even the office products.

Any ideas?

It sounds like the link over the VPN is slow enough not to trigger
syncronization (and maintain the offline status). You should be able
to run the Synchronization Manager to force synchronization over the
VPN link.

The VPN is over a low latency business class cable modem service -
averages about 3MB/sec d/l and about 1MB/sec up - moved files fast.

Even when you start the sync it will fail to find the server some times.

I had the same thing happen on XP/2000 server with remapping users
Documents and Settings folders to a server (over 100 base Full Duplex)
with no packet loss - sometimes it worked and others it didn't. Had to
move the D&S back to the local machine (different client).

What really irritates me is that you can't disconnect an offline folder
once it's broken - meaning if you can't open it (when not connected) you
can't remove it.
