Offline db not syncing with shared db over VPN

Hello,

One of my colleges is logged onto our VPN and added an account while on the
offline db. Once the account was added, it did not show up on his offline
db. Once he connected to the shared db, the account showed up on his screen.
He then proceeded to go offline again, and the account disappeared. Why
isn't the offline db not syncing with the shared database?

It's in the Deleted Items folder? Just a guess.
