Offline Calendar & Task Syncronization and Exchange

Could you please provide more details and a specific
explanation about how offline syncronization is supposed
to work? I need to be able to sync the online calendar
and task data with the offline personal folder. I've been
dearching high and low for an answer to this seemingly
simple question, but for whatever reason it does not work
properly with my system.
 
Will I be able to then sync this local information with a
PDA? Thanks very much for the help.

|| Exchange. Synch your data while connected to Exchange. Once you
|| disconnect, you will have a local copy of your Exchange mailbox.

|| the Exchange mailbox once you reconnect as well as any messages you
|| send will be sent and a copy put in your sent items on the Exchange

How do I sync with a PDA? And how can I access offline
data? I try but get a "not connected" error.
