Is Office now using C# and the CLR?

If so, have they ported it to run on OS X? Wouldnt make sense to run the
wrapped code if all they have to do is port the runtime. That would do away
with alot of the wrapped code on Office which makes it so bloated.

No, not yet, it is expected that Office for the Longhorn wave will be
managed, I imagine a good piece of that will be MC++ and still will not run
on the mac without modifications.
Also, no port of the runtime exists for OS X AFAIK. Mono is working on it
but I don't think they are complete.

It would be alot cheaper, easier and faster to just port a runtime even for
running office only :D

Depends on what the mac can do nativly. Longhorn wave Office will probably
be using WinFX, which is not explicitly a piece of the framework, but system
components that exposes managed interfaces and I don't know how much work it
will be to port.

It'd be nice to reach that point, however.
