Office XP SP3 - Toolbars & menu bar not working

Since installing SP3, Outrllokj toolbars and menu barss dont function - wither with shortcut keys or mouse clicks. Mouse selects email or items in the folder list or outlook shortcuts, but not toolbars or menu bar. Keyoard shortcuts on menu bar also do not work. Have Norton AntiSpam 2004 installed.
 
Locate outcmd.dat and rename it o outcmd.old. This will completely reset
your Toolbar.

Have you checked for update on Anti-Spam. Run LiveUpdate! manually to check
for program updates

As you will read if you broiwse through the numerous
other similar messages about Outlook + SP3, the problem
is indeed Norton AntiSpam. And as of the message I
received yesterday from Symantec (Norton) tech support,
their "fix" might not be ready until middle of NEXT
WEEK... which is, of course, shockingly bad.

But hang in there. Just try not to use any of the
integrated AntiSpam Toolbar buttons like "This is Spam"
or "This is Not Spam"... if you do, you'll freeze all the
other Outlook buttons.

We just keep waiting for Norton to catch up...

PS: You may also read of a workaroud proposed by another
member here in some of those other postings... I have
found that his suggestion of deleting ALL entires in the
AntiSpam "Allowed List" DOES NOT WORK... but maybe that's
only me.

I ran LiveUpdate today on my installation of Norton
Internet Security, and the only thing that had an updated
element was Norton Anti-Spam. After a reboot of the
computer, I did a test of the "This is Spam" and "This is
Not Spam" NAS toolbar buttons integrated into Outlook XP
and guess what? IT FINALLY WORKS!!

That is to say, the annoying new "warning" message by
Outlook still appears and asks me if I want to allow the
program to access my email addresses - and I have to say
"Yes" THREE TIMES to get it to shut up...

But after that Norton Anti-Spam does its thing, moves the
message to the Allowed list or the Blocked list -
whatever I've asked it to do - and happily after that,
the Outlook toolbars remain functional, and I can use the
X in the upper right corner to close Outlook.

So, it appears that after about 10 days, Symantec has
FINALLY fixed this issue created by SP3 for Office. Shame
on both Symantec and Microsoft for this terrible snafu.
